Medicaid Program in Roseville

In California, the state Medicaid program is called Medi-Cal. It's available to low-income individuals throughout California, including senior citizens. In addition to paying for health care expenses, such as doctors visits, dental care, laboratory tests and prescription medications, the standard Medi-Cal plan pays for nursing home care. Other senior care options may be covered under one of the state's waiver programs. 

To qualify for Medi-Cal or any Medi-Cal waiver programs as an elderly individual, applicants must be 65 years of age or older and may not have an income that exceeds $16,395 per year, which works out to approximately $1,366 per month. Married applicants may not have an income that exceeds $22,108 per year, or approximately $1,842 per month. Asset limitations are in place as well. For individuals, the total value of their countable assets may not exceed $2,000 and for married couples, the total value may not exceed $3,000. 

California does offer a spend-down program as well, which allows some applicants with income or assets higher than the program's limitations to qualify for Medi-Cal if they have high medical expenses. In these cases, it's best to work with a professional Medi-Cal planner.

Medicaid Waivers in Roseville

In-Home Supportive Services

The In-Home Supportive Services program provides services to seniors who continue to live at home. While the program doesn't provide nursing care, it does allow participants to direct their own care by choosing their caregivers and taking part in assessing their needs. Services provided by this program may include assistance with activities of daily living (ADLs), transportation, errand assistance and meal preparation or delivery. 

This program is available to residents of California who are 65 years or older and meet the financial eligibility requirements of Medi-Cal. To apply, seniors can contact Placer County Health and Human Services at (888) 385-5160. 

Assisted Living Waiver

The Assisted Living Waiver came into existence in 2009 and was created to help seniors in California delay or prevent moving into a nursing home facility. It provides seniors with long-term care assistance and personal care when they reside in an assisted living facility that participates in the program. This waiver does not cover the cost of room and board. 

While the program is open to any eligible resident of California, participating facilities are only located in the following counties: Alameda, Contra Costa, Fresno, Kern, Los Angeles, Orange, Riverside, Sacramento, San Bernardino, San Diego, San Francisco, San Joaquin, San Mateo, Santa Clara and Sonoma. Those living in Riverside may need to consider moving to a nearby county to receive care under this program. 

To be eligible, applicants must be 21 years of age and be determined to require daily care by a medical professional. Applicants must also meet the financial eligibility requirements of Medi-Cal.

Home and Community-Based Alternatives

The Home and Community-Based Alternatives Waiver helps seniors who require temporary curing care. It covers the cost of nursing care, and it provides support for seniors while they return home. Covered costs may include home modifications, emergency response systems, medical devices, personal care and home health care. 

This program is open to California residents of any age. Applicants must require a nursing level of care and must be living in a nursing home or hospital when they apply. Applicants must also meet the financial eligibility requirements that are in place for Medi-Cal.

This program is capped at 5,500 participants, therefore, there is usually a rather long waiting list in place. To apply, seniors can contact Placer County Health and Human Services at (888) 385-5160. 

Community-Based Adult Services Program

The Community-Based Adult Services Program helps low-income elderly and disabled individuals by providing services within the community at care centers and adult day care centers. Similarly to other waiver programs, this waiver was created to provide services to seniors that may help them to avoid or delay the need for nursing home care. Benefits provided by this program may include daytime personal care, clinical nursing care, social activities, nutritional counseling and transportation. 

To be eligible for this program, applicants must be 18 years of age or older and disabled OR be an elderly individual 65 years of age or older. They must also meet the financial requirements of the Medi-Cal program.

Optional State Supplement

California's optional state supplement (OSS) is available to low-income individuals who reside in a long-term care facility or who receive long-term care at home. It is intended to help pay for room and board costs. The benefit is calculated based on the individual's income and living situation. The maximum payout individual applicants receive is $412 per month.
