Medicaid Program in Newport Beach

The state Medicaid system in California is known officially as Medi-Cal. It helps low-income Californians to access safe healthcare services at no cost and pays for additional expenses, such as prescription medications and necessary medical devices. Some of the services that are covered by Medi-Cal include primary care, emergency care, inpatient hospital services, emergency transportation and mental health services. Medi-Cal also covers the cost of services provided by nursing care homes when deemed medically necessary.

To qualify for Medi-Cal on the basis of age, applicants are required to be at least 65 years old. They also must meet the following financial eligibility requirements:

  • Single applicants and married applicants who are applying without their spouse may have a maximum income of $1,242 per month and up to $2,000 in countable assets
  • Married applicants applying together may have a maximum income of $1,642 per month and up to $3,000 in countable assets

When considering an applicant’s eligibility, Medi-Cal looks at all sources of income. This includes income coming from pensions, Social Security and savings withdrawals. Assets such as the applicant’s primary home, vehicle, burial plots and personal belongings are exempt from consideration.

California’s Aged, Blind and Disabled Medically Needy Program is available to help those who have high medical expenses and don’t meet Medi-Cal’s financial eligibility requirements. Under this program, seniors are able to pay for medical bills first and count the remainder of their income toward the program’s requirements.

To qualify for this program, applicants need to be at least 65 years of age or older, or younger than 65 and cognitively impaired. All applicants must require assistance with at least two activities of daily living (ADLs) and be financially eligible for Medi-Cal. This waiver helps many senior citizens who have Alzheimer’s Disease or other forms of dementia.

A limited number of beneficiaries are admitted to this program at a single time; therefore, some applicants may be placed on a waiting list prior to receiving coverage. Multipurpose Senior Services Program

The Multipurpose Senior Services Program (MSSP) is another program that exists to help senior citizens avoid or delay the need for nursing home placement. It covers the cost of skilled nursing services in seniors’ own homes, as well as personal care, home health care, nutritional services and respite care.

To be eligible for this program, applicants must be 65 or older and they may not be participating in any other Medi-Cal waiver programs. Applicants also must require a nursing level of care.

California Paid Family Leave

California’s Paid Family Leave benefit is available to individuals who are caring for an aged or ill family member while taking leave from their job. It permits caregivers to take up to six weeks off of work while compensating up to 70% of their income.

To qualify for compensation, caregivers are required to be caring for a family member in their own home and they must take full leave from their job. The care recipient must require full-time care as determined by a doctor. This benefit does not require employers to hold caregivers’ jobs for them while they’re on leave.

In-Home Supportive Services

In-Home Supportive Services (IHSS) helps seniors and disabled persons to access home care services. It covers a variety of costs that include personal care, home health care and protective supervision for individuals with dementia. This program may allow seniors to direct their own care by hiring, training and supervising their own caregivers, provided they’re capable of doing so.

To qualify for IHSS, seniors must live in their own home or in the home of a family member and they must live in the state of California. While this program is administered by the state, applicants are subject to the same financial eligibility requirements as Medi-Cal. After completing their application, seniors are also required to meet with a social worker who will determine their level of need and the specific services they require.
