California’s state Medicaid program is known as Medi-Cal. It provides free health insurance to low-income families and individuals in California. Many of those served by Medi-Cal are senior citizens and disabled persons. The program covers a wide array of services including primary care, ambulatory care and inpatient hospital services, dental care, nursing home care and limited home care services. Nursing and home care costs are only available to seniors and disabled persons who undergo a care assessment to determine their level of need. Medi-Cal is an entitlement program, which means that all eligible applicants are entitled to benefits immediately upon approval.

  • Single applicants are allowed a maximum monthly income of $1,242 and up to $2,000 in countable assets
  • Married applicants are allowed  a maximum monthly income of $1,642 and up to $3,000 in countable assets

All applicants must be legal U.S. citizens and permanent residents of California. Medi-Cal considers all sources of income when reviewing  applications. Some assets are exempt, including the applicant’s home, vehicle and personal belongings.

Seniors who don’t meet the state’s financial requirements may be able to qualify via California’s Aged, Blind and Disabled Medically Needy program, which is the state’s Medicaid spend-down program. It allows some applicants to pay for their medical bills before considering their income toward eligibility requirements.

To apply Medi-Cal, seniors can call the Department of Public Social Services at (866) 613-3777 or complete an application online at Covered California.
