Medicaid Waivers in Carmichael

Assisted Living Waiver

The Assisted Living Waiver Program (ALWP) is intended to help seniors transition from a nursing facility to Residential Care Facilities (RCFs) or an Adult Residential Care Facilities (ARFs). This program is also designed to assist seniors who may be at risk for nursing home placement, but who wish to remain in their home.

Some of the services covered by this waiver include medication management, health care, transportation, nursing, meal services and assistance with daily living activities, as well as housekeeping and laundry. However, it’s important to note that this waiver does not extend to room and board expenses.

To qualify for this waiver, applicants must be over 21 years old and meet certain income and asset requirements. For single applicants, these requirements include not having a monthly income exceeding $1,242 and not having assets worth more than $2,000. Married applicants have a little more leeway, with requirements that include not having an income in excess of $1,682, and not having assets exceeding $3,000. However, those who are Medi-Cal eligible through Share of Cost exceptions are not eligible to receive this waiver.

Home & Community-Based Alternatives Waiver

The Home & Community-Based Alternatives Waiver (HCBA) assists seniors who are at risk for nursing home placement by providing financial assistance for home care services. Some of the services covered include personal care, caregiver training, case management, nursing, personal emergency response services, respite care and maintenance for medical equipment.

In order to be eligible to receive this waiver, applicants must be in receipt of Medi-Cal, although they can apply for Medi-Cal before or after applying for the HCBA waiver. Applicants must also be in need of long term care and meet certain financial eligibility requirements. This is not an entitlement program, so applicants may be placed on a waitlist.

Community-Based Adult Services Waiver

The Community-Based Adult Services (CBAS) Waiver is designed to assist seniors at risk for nursing home level care to remain in their own homes with home day care services. Seniors must be Medi-Cal eligible in order to qualify for this waiver. Other requirements include requiring nursing facility levels of care or having a severe cognitive impairment like Alzheimer’s disease or dementia. Seniors must also meet financial and asset requirements, which include monthly incomes not exceeding $1,242 and assets not exceeding $2,000 for single applicants, and monthly incomes not in excess of $1,682 or assets not exceeding $3,000 for married applicants.

Seniors who do not meet these financial requirements may still qualify for the waiver through Share of Cost and Spend Down programs, which require seniors to use their own income first, with the leftover expenses being covered by the waiver. This is not an entitlement program, so qualifying seniors may be placed on a waitlist.

Program for All Inclusive Care for the Elderly (PACE) Program

The Program for All Inclusive Care for the Elderly Program (PACE) is designed to help seniors continue to live safely in their own homes. To qualify for this program, applicants must:

  • Be a U.S. citizen or permanent resident of California

The Multipurpose Senior Services Program (MSSP) assists seniors who are in need of nursing home placement but wish to remain at home through community services. To be eligible for this program applicants must:

  • Be 65 or older
  • Live within a site’s service area
  • Be in need of services that cost less than nursing facility care
  • Be eligible for Medi-Cal
  • Be deemed in need of nursing care by MSSP site staff

Family Caregiver Support Program

The Family Caregiver Support Program is run through the Area Agencies on Aging (AAAs) to provide community care services for seniors’ caregivers. The services provided are set by the AAA, and some of these services may include providing training, access to services, temporary respite, and supplemental services.

Although there are no financial requirements for this program, the healthcare recipients must be:

  • 60 or older
  • Applicants younger than 60 must have a cognitive impairment like Alzheimer’s or dementia
