Medicaid Program in Fullerton

Medi-Cal is California’s state Medicaid plan. It provides free health insurance to low-income Californians that covers a variety of healthcare expenses including primary care, hospital inpatient services, ambulatory care, physical and occupational therapy, prescription medications and dental care. In some cases, the state plan may cover the cost of long-term nursing care or home care, provided the beneficiary undergoes a comprehensive assessment which is meant to determine their level of need. 

To qualify for Medi-Cal as an elderly person, applicants must be aged 65 or older and they have to meet the following financial requirements:

  • Individual applicants are allowed a maximum monthly income of $1,242 per month and up to $2,000 in countable assets
  • Married applicants who are applying together are allowed a maximum income of $1,642 per month and up to $3,000 in countable assets

While all income sources are considered, there are some assets that are exempt such as the applicant’s house, vehicle and personal belongings. 

California’s Medicaid spend-down program provides special consideration to Medi-Cal applicants who do not meet income requirements when they have exceptionally high medical bills. Using the program, applicants can use their income to first pay for medical expenses and count the remainder toward their Medi-Cal eligibility. The rules of this program can be complicated, so for those applying via the spend-down program, it’s best to work with a professional Medicaid planner.

The Multipurpose Senior Services Program (MSSP) is another program that works with senior citizens to help increase their independence and delay the need for institutionalization. It provides services that include personal care, homemaker services, errand assistance, meal preparation, adult day care and respite care. 

To qualify, applicants must be aged 65 or older and they may not be participating in any other Medi-Cal waivers. They must also require a nursing level of care yet choose to reside at home or within their community and be able to do so safely. Financially, they must meet the requirements of the Medi-Cal state plan. The MSSP is capped at 12,000 participants, as such, there is usually a wait list to participate.

Home & Community-Based Alternatives Waiver

The Home and Community-Based Alternatives (HCBA) Waiver is available to senior citizens and disabled persons when they require financial assistance with the cost of temporary nursing care. Depending on the circumstances, this program may cover the cost of short-term home care services and minor home modifications, as well.

Assisted Living Waiver

The Assisted Living Waiver helps seniors who reside in assisted living facilities to pay for the cost of skilled nursing services. Additionally, it covers expenses such as counseling, non-emergency transportation and transitional services for seniors who are moving into an assisted living facility. 

To participate in the Assisted Living Waiver, elderly applicants must require a nursing level of care and be aged 65 or older. In-Home Supportive Services (IHSS) is a non-Medicaid program that’s administered by the California Department of Social Services. In some cases, seniors may be asked to direct their own care, which means they must hire, train and supervise their own caregivers.

Optional State Supplement

The optional state supplement in California is provided to low-income seniors and blind or disabled persons. It’s combined with the federal Supplemental Security Income benefit and paid out to the recipient monthly. Each recipient’s benefit amount is determined by their income and living situation. Individual beneficiaries may receive a combined monthly payment of up to $931.72 monthly. 

To qualify for the supplement, applicants must have little to no income and be a senior aged 65 or older, blind or legally disabled. All individuals applicants are limited to $2,000 in countable assets. Married couples are limited to $3,000 in countable assets.

California Paid Family Leave

The California Paid Family Leave benefit is available to those who are caring for aged or unwell family members in their home. The program allows caregivers to take up to six weeks off of work to care for their loved one while receiving compensation of up to 70% of their total current income. It’s worth noting that the program does not require employers to hold caregivers’ jobs for them.

To be eligible for compensation, caregivers must be providing care to a family member who is living with an ailment that requires full-time care or a nursing level of care as determined by a doctor. They are also required to take leave from their job.
