Medicaid Program in Rancho Palos Verdes

California's state Medicaid plan is known as Medi-Cal. It helps low-income senior citizens and other low-income residents of California access medical and other health-related services that they would be otherwise unable to afford. The state's standard Medi-Cal plan covers a wide range of costs including primary care, hospital services, dental care, occupational and physical therapy, chiropractic care and prescription medications. Seniors who are 65 or older may be eligible to have the cost of nursing home care covered by Medi-Cal, provided they meet the necessary requirements, which include undergoing a physical and cognitive assessment to determine their level of need. 

To qualify for Medi-Cal's state plan as an elderly person, applicants must be 65 or older and meet the following financial requirements: 

  • Individual applicants must have a maximum income of $1,242 per month and no more than $2,000 in countable assets
  • Married applicants applying together must have a maximum income of $1,682 per month and no more than $3,000 in countable assets

Some assets are excluded, such as the applicant's house, as well as a single vehicle and their personal belongings including household furniture and clothing. 

California's Medicaid spend-down program may help some seniors who don't meet Medi-Cal's financial requirements to access coverage if they have unusually high medical bills. This program allows applicants to spend money on medical bills prior to counting it towards Medi-Cal financial requirements. The program can be complicated though, so it's best to work with a professional Medicaid planner when taking advantage of it. Medi-Cal's state plan is an entitlement program, which means that applicants who meet the eligibility requirements are granted benefits. Assisted Living Waiver

Medi-Cal's Assisted Living Waiver covers the cost of skilled nursing services for seniors while they live in an assisted living facility in order to reduce the overall cost of their care. Other covered services include assisted living, non-emergency transportation and transitional counseling for those returning to the community after residing in a nursing care facility.

To be eligible for this waiver, applicants need to be 21 years or older and disabled or, if applying as a senior citizen, applicants must be 65 years of age or older. They're also required to be fully eligible for Medi-Cal's state plan and willing and able to live safely in an assisted living facility as an alternative to a nursing home. The program only accepts a limited number of participants and therefore, seniors may have to be placed on a waiting list prior to receiving benefits.

Home & Community-Based Alternatives Waiver

The Home and Community-Based Alternatives waiver helps seniors and disabled persons pay for the cost of temporary nursing care. The program also pays for transition services when its beneficiaries are able to return to their own home, as well as the cost of home modifications, personal emergency response systems and short-term home care services. 

To qualify for this program, applicants must reside in California and require a nursing level of care. They also must reside in a nursing facility or hospital when they submit their application. Financially, all applicants are subject to the same eligibility requirements as the state Medi-Cal program. Only 5,000 participants are accepted into the program at a single time, which means wait lists can be long.

Multipurpose Senior Services Program

The Multipurpose Senior Services Program (MSSP) is a Home and Community-Based Services waiver program that helps senior citizens to delay or avoid nursing home placement. It provides a range of services aimed at helping seniors continue living independently including personal care, housing assistance, adult day care, money management, meal services and respite care. 

To qualify for the MSSP, applicants must be 65 years of age or older and may not be enrolled in any other HCBS waiver programs. Applicants are also required to be financially eligible for Medi-Cal. They must require a nursing level of care yet be able to reside safely at home with the services provided by the MSSP. This program is capped at 12,000 participants, therefore, there may be a wait list for participation.

Community-Based Adult Services

Community-Based Adult Services provides eligible seniors and disabled persons with a variety of services including skilled nursing care, physical and occupational therapy, personal care, nutritional counseling and mental health services. The program's intention is to help its participants preserve their independence and delay the need for institutionalization. 

To qualify for this waiver, applicants must be at least 18 years of age and have a severe cognitive impairment resulting in the need for assistance with at least two activities of daily living. Most seniors who participate in this program are living with Alzheimer's or another form of dementia. Financially, applicants must be Medi-Cal eligible.

In-Home Supportive Services

In-Home Supportive Services (IHSS) is a program that's administered by the California Department of Social Services. It helps aged, blind and disabled individuals to pay for services that are provided in their home, including homemaker services, personal care services, senior companions and protective supervision for those who are living with dementia or other mental impairments. Seniors participating in IHSS are responsible for directing their own care, which means they must hire, train and supervise their own caregivers. 

To qualify for this program, applicants must be residents of California and live in their own home or the home of a family member. Those who live in long-term care facilities or licensed community care facilities aren't eligible for coverage. Financially, all participants must be eligible for the state Medi-Cal plan. Prior to receiving benefits, applicants will be interviewed by a social worker to determine their level of need. All applicants living in Rancho Palos Verdes are also required to complete a Health Care Certification form and submit it to the Los Angeles County Department of Social Services office.

California Paid Family Leave

Family members of seniors who require temporary home care may be eligible for financial assistance under the Paid Family Leave program. This program allows California residents to take up to six weeks off work to care for an ailing family member and provides compensation of up to 70% of their current income. While the program does provide family members caring for loved ones with compensation, it doesn't legally require their employer to hold their job for them. 

To qualify for compensation, the person receiving care must have an ailment or illness that requires round-the-clock assistance or a nursing level of care. Certification from a physician may be required. The caregiver must also take leave from their job in order to receive compensation.

Optional State Supplement

California's state supplement is paid to California residents who are disabled or aged 65 and older with little to no income and resources. It's combined with the federal Supplemental Security Income benefit and the amount is determined by the recipient's income and living arrangements. Seniors who are living independently may receive a combined payment of up to $931.72 per month while those living in an assisted living or non-medical facility may receive up to $1,194.37 per month. 

To qualify, applicants must have little to no income and be disabled, blind or aged 65 or older. Individual applicants must also have a maximum of $2,000 in countable assets. Married couples must have a maximum of $3,000 in countable assets.
