Financial Assistance Programs in Ormond Beach

Medicaid Program in Ormond Beach

Florida Medicaid is the state health care provider for low-income residents. It uses state and federal funds to help people get access to basic medical services at low or no cost.

Individuals are served through the Statewide Medicaid Managed Care program. Seniors and people with disabilities can also receive coverage for nursing home care and other long-term care options. SMMC helps seniors and the disabled in their own home or in assisted living, which in turn helps the state save money that it would otherwise be paying in nursing facility costs.

The SMMC provides coverage based on the needs of the applicant, with services split into three plans. Everyone on the SMMC must use the Dental plan. Managed Medical Assistance (MMA) and Long-Term Care (LTC) plans are optional.

MMA includes basic Medicaid services such as doctors, hospitals, drugs and transportation – most people get access to this plan. LTC covers nursing, in-home and assisted living care. Applicants must require a nursing level of care to get access to the LTC plan.

All services are entitlements, including assisted living, which means there is no waiting list once approved for the appropriate plan.

Social Security Income (SSI) recipients in Florida will also qualify for full Medicaid coverage with no share of cost. This can be arranged through the SSA without applying separately for Medicaid.

SMMC eligibility for seniors and people with disabilities:

  • 65 years of age or older, or blind, or disabled as defined by the SSA
  • Florida resident and a legal U.S. national or citizen
  • Monthly income at or below $2,313 for an individual ($4,626 if married and both applying)
  • Countable assets at or below $2,000 ($3,000 if married and both applying)

Other Financial Assistance Programs in Ormond Beach

Community Care for the Elderly (CCE)

This program is a statewide initiative aimed at preventing the premature institutionalization of senior Floridians. Community Care for the Elderly covers personal assistance services in the home of an individual, or that of a caregiver, as well as adult day care. These are what are known as community-based services, as opposed to services provided in a nursing facility or hospital.

Home Care for the Elderly (HCE)

Home Care for the Elderly offers many of the same services as the CCE program, although it won’t allow as much to be spent on these services.

The basic subsidy provided by HCE is $106 per month, which is to cover support and maintenance, as well as some medical costs.

It also provides special subsidies that are approved on a case by case basis. These special subsidies cover medical goods and services, such as drugs, wheelchairs and mobility assistance, ramps and home modifications, health aides and home nursing.

HCE eligibility requirements:

  • Aged 60+
  • Financially eligible for Medicaid
  • At risk of being placed in nursing care
  • Living with an adult caregiver

Alzheimer’s Disease Initiative (ADI)

The ADI provides services directly to the caregivers of adults (18+) who are diagnosed with Alzheimer’s or other related disorders. It isn’t available for Medicaid recipients on the Long-Term Care plan. However, seniors on the LTC have access to similar services already.

Alzheimer’s Disease Initiative attempts to relieve caregivers by covering many forms of respite care, including in-home respite and emergency situations. Adult day care services are covered, along with the possibility of extended respite for a maximum of 30 days.

Case management, medical supplies and equipment may also be covered. Caregiver training is available, and there are support groups and counseling sessions to help deal with the stresses of the job.

ElderSource is the agency responsible for ADI applications in Ormond Beach and Volusia County overall. Call (904) 391-6600 to ask any questions and begin the application process.

Optional State Supplementation (OSS)

Ormond Beach residents who receive SSI from the federal government may also qualify for an additional monthly payment from the state government. This is known as the Optional State Supplement, and it’s sent to eligible recipients in a combined payment with SSI every month.

The OSS payment is to help cover the cost of room and board in residential care, including foster homes, assisted living or mental health treatment centers.

OSS is an entitlement, which means all eligible residents are guaranteed immediate coverage. However, the payment amount is fairly small and can’t be used in conjunction with Medicaid-funded assisted living. If the individual is eligible for assisted living coverage through the Long-Term Care (LTC) Medicaid plan, it’s generally better to take that rather than OSS.

As of 2019, the maximum monthly payment from OSS is $78 for an individual or $156 for a couple, if both qualify. Applicants must be at or below the asset limit, which is $2,000 for an individual, or $3,000 for a couple. They must also be at or below the monthly income limit of $849, or $1,698 for a couple.

Respite for Elders Living in Everyday Families (RELIEF)

RELIEF is an enhanced respite program offering various options that other programs don’t. The goal of this program is to help the family caregivers of homebound seniors take care of their loved ones for as long as possible, and therefore delay the need for nursing care.

Respite care through the RELIEF program is available at times that other programs don’t cover, such as evenings and weekends, and it’s not restricted to emergencies. This means caregivers can request respite care and take the time to go and see a movie, do some shopping or otherwise take a break.Ormond Beach residents can contact the ElderSource Area Agency on Aging to arrange service.
