Assisted living and home care costs are both just a few hundred dollars less than the state averages, while adult day care and nursing home care costs are significantly less than the average New York.

The average monthly cost of assisted living in Williamsville is $3,895, which is $290 below the state average. In Utica, the average monthly cost is more than $1,200 lower at only $2,625 per month and in Glen Falls, the cost is even less at only $2,600. 

New York City's assisted living cost is the highest in the state at $5,916 per month, which is more than $2,000 higher than the cost in Williamsville. Most other cities in the state appear to have costs that are within a couple hundred dollars of Williamsville, with the exception of Ithaca and Albany, which have average monthly assisted living costs of $5,000 and $5,050, respectively. 

Williamsville Home Care Costs

The average monthly cost of home care in Williamsville is $4,385, which is the lowest in the state. This cost is about $300 less than the state average and nearly $2,000 less than Syracuse, which at $5,329 has the highest home care costs in the state. At $5,100, Ithaca's home care costs are considerably higher than Williamsville as well.

New York City, Syracuse and Utica are quite a bit more expensive than Williamsville with costs that are about $1,000 more per month.

The average monthly cost of nursing home care in Williamsville is $11,285, which is about $500 less than the state average of $11,756. Ithaca has the lowest nursing home costs in the state at $9,581 per month, which is about $1,700 less than the cost in Williamsville. Medicaid Program in Williamsville

Seniors living in Williamsville can access funding for long-term care via the state Medicaid plan. Medicaid in New York is funded by the state with additional support of the federal government. It covers the cost of health care services for eligible, low-income participants that typically include families, pregnant women, disabled persons and senior citizens.

Covered services usually include doctors visits and hospitalization, dental care, counseling programs and prescription medications. Seniors who are covered under the standard state plan are typically covered for nursing care and some at-home nursing care services. Assisted living is covered separately under the Assisted Living Waiver program, which is outlined in the next section. 

The state Medicaid plan is an entitlement program, which means that all eligible applicants receive immediate access to funding. There are no wait times or approved participants. 

To be eligible for Medicaid in New York, individual applicants may not have an income that exceeds $842 per month. Married applicants must have an income that's less than $1,233 per month. The asset limitation for individuals is $15,150 in countable assets, for married couples, it's $22,200. Exempt assets include the applicant's home, which can not exceed a value of $858,000, as well as household items and a single vehicle. For seniors with above-average medical expenses, asset and income restrictions may have some flexibility.

Medicaid Waivers in Williamsville

Community First Choice Option (CFCO)

The Community First Choice Option covers the cost of personal care and assisted living services for seniors in Williamsville and throughout New York. It was created to provide seniors with a nursing level of care when they'd prefer to continue living at home. The CFCO allows seniors to direct their own care, which means they have the flexibility to hire their own caregivers, including friends or family members. 

To be eligible for this program, seniors must be 65 years of age or older and require a nursing level of care. They must also be financially eligible for the state Medicaid plan.

Assisted Living Program (ALP)

The Assisted Living Program is a Medicaid waiver program that's funded jointly by the state Medicaid department and the New York State Department of Health. The program covers the cost of assisted living for seniors and disabled individuals who reside in licensed assisted living facilities in Williamsville and throughout the state. It was created to reduce costs for the state's Medicaid plan which takes a considerable hit when a high volume of seniors require financial assistance with the cost of nursing care, particularly due to the high cost of nursing home care in the state. 

This program is open to Medicaid participants, but also accepts applicants who don't participate in Medicaid but meet this waiver's guidelines. This includes meeting the financial eligibility requirements for the state Medicaid plan, as well as being assessed by a medical professional who determines the applicant to require a nursing level of care. Applicants must also be able to safely reside in an assisted living residence. 

This program accepts only 4,200 applicants at a single time, which means that the waitlist can get long. To apply for this program or to inquire about wait times, seniors can call the Erie County Work Center at (855) 355-5777. 

Consumer Directed Personal Assistance Program (CDPAP)

The Consumer Directed Personal Assistance Program is open to Medicaid participants who require daily personal care or nursing care. It allows its participants to direct their own care, including hiring their own adult children or another family member as a paid caregiver. However, participants are not permitted to hire their spouse. 

To participate in this program, seniors must have their physician send a completed order to the Erie County Work Center. Upon receipt, Social Services will assess the senior's needs and determine the applicant's eligibility to participate. Seniors who wish to access funding through CDPAP must be capable of directing their own care or have a legal representative who is willing to act on their behalf. They must also be financially eligible for Medicaid.

Other Financial Assistance Programs in Williamsville

New York State Supplement Program

The state of New York provides a cash benefit to seniors and disabled individuals who receive Supplemental Security Income and receive long-term care. It exists to provide additional funding to help seniors pay for the cost of room and board or other expenses that aren't covered by New York's standard Medicaid Plan. 

 To be eligible for the supplement, seniors must be 65 years of age or older, reside in New York State and have limited income and assets.

Community Services for the Elderly (CSE)

The Community Services for the Elderly is funded by the New York State Office for the Aging and provides financial assistance and support to seniors who require a nursing level of care but prefer to remain in their community. Participants of this program receive access to low-cost or no-cost services such as adult day care, home health care, personal care, respite care, and transportation. 

To qualify for this program, seniors must be 60 years of age and legal residents of Williamsville or another part of New York state. They must be assessed by a medical professional and it must be determined that they require a nursing level of care. Income limitations for individuals are $1,518 per month, while for couples, it's $2,058 per month.
