If residing in a small, leisurely city bordering the southern tier of New York’s wine-making Finger Lakes Region sounds appealing, Elmira might be for you. It also has a historic downtown flush with restaurants and coffee shops, as well as a flourishing museum industry.

You could save money living in Elmira if coming from elsewhere in New York, as its average cost of living is significantly below the state median. Its residents are statistically less likely to become victims of crime and Elmira takes its responsibility towards seniors seriously, joining the AARP Age-Friendly Network in 2013. Medical care is easily accessible—Elmira has more physicians per head of the population than normal—and local hospitals include Arnot Ogden Medical Center, rated high-performing in two procedures by U.S. News and World Report.

The cost of assisted living in Elmira is $5,600, according to the 2021 Genworth Cost of Care Survey. This is significantly more than New York’s average of $4,580 and the country’s $4,500, suggesting the city’s typical senior pays around $1,140 more per month. Comparing Elmira with nearby cities demonstrates that its costs are fairly moderate, as Binghamton’s median fee is $4,597 and Ithaca’s is $8,075.

Three meals are served daily in the common dining room. Woodbrook joins our list because it commits to not asking residents to leave if their financial circumstances change.
