Program Description

The Delaware Prescription Assistance Program, or DPAP for short, is a financial assistance program designed to help seniors and those who are disabled with the cost of prescription drugs. Participants cannot be on Medicaid, nor have other prescription insurance except for Medicare Part D, which they must have. This program will pay as much as 75% of seniors’ out-of-pocket prescription costs.  DPAP is a Medicare wraparound program. This means the benefits supplement those benefits provided by Part D. When a medication purchase is made, Medicare Part D is billed first and then DPAP works towards those costs that Part D does not cover.

Eligibility Guidelines

To be eligible for this program, seniors must meet the following criteria:

  • Must be Delaware residents
  • Be 65 years of age or older or are under 65 years old and get Social Security Disability benefits
  • Cannot be on Medicaid
  • Cannot have other prescription insurance except for Medicare Part D
  • Income Limits – DPAP is limited to state residents whose income is less than 200% of the Federal Poverty Level.  For unmarried or widowed Delaware residents in 2017, they must have annual income of less than $24,120 or monthly income less than $2,010.   For married couples or two-person households, the annual income limit in 2017 is $32,480 or less than $2,706 per month.  It is worth noting that an exception to the income limit exists for persons with unusually high prescription costs.  If the out-of-pocket costs of one’s prescriptions exceeds 40% percent of their income, they can be exempt from the income limits.

 

Benefits and Services

The DPAP program provides up to $3,000 annually in prescription assistance to each participant. Diabetic supplies are not included. There is no annual fee or application fee. However, this program does have a co-payment in the amount of 25% of the cost of the prescription drug. The minimum co-payment is $5.
