The Cost of Senior Living and Care in Las Vegas

While the cost of nursing home care and homemaker services in Nevada is higher than the national average, Las Vegas has generally more affordable rates for senior care than the rest of the state. According to the 2018 Genworth Cost of Long Term Care Study, assisted living in Las Vegas is over $300 less expensive than the state average.

The state of Nevada is $500 less on average a month than the rest of the nation for assisted living costs. In Las Vegas, costs are even lower, at an average of $3,168 month, as well as in rural parts of the state. More densely populated regions like Reno meet the national average of $4,000, and Carson City is much more expensive at $4,500 monthly.

How much does Home Care Cost in Las Vegas?

In Nevada, the average for adult day health services is $4,690. In Vegas, older adults will enjoy much lower rates for homemaker services. Most places are also much lower than the state average, except for Carson City, which averages $4,767 a month. The rest of the state has the same rate for homemaker costs as the national average, which is $4,004 a month.

The average cost for adult day health services is $1,647 a month. This is slightly more expensive than the average of Reno and the state average, $1,560.

Financial Assistance Programs in Las Vegas

Nevada's Long-Term Support Services (LTSS) Medicaid Program

In Nevada, long-term care services are provided by the LTSS unit of the Medicaid program. Eligible seniors can qualify for assistance paying for aging services, including:

• In-home personal aides and private duty nursing

• 24-hour nursing home care

• Personal care help with activities of daily living (ADLs) such as bathing, and instrumental ADLs, or IADLs, such as cooking, through the Personal Care Services (PCS) program
• Home health services like a dietician, respiratory, and physical therapy

To qualify for Medicaid in Nevada, participants must be age 65 or older and have an annual income that is no more than 138% of the Area Median Income (AMI), which is $16,753 for a single person, or $22,714 for a couple in 2018. Contact the Medicaid fiscal agent at 800-525-2395, option 1 then 4, to request services for yourself or your aging loved one.

Other Financial Assistance Programs

Nevada Home and Community Based Services Waiver (HCBS)

Formerly known as CHIPS, the Medicaid waiver for aging care services is called the Home and Community Based Services Waiver program, and is for adults over age 65 who are income eligible and require assistance to live independently. The program provides these personal care services:

• Case management

• Personal care like bathing, grooming, eating, and dressing

• Homemaker assistance with chores and meal preparation

• Social adult day services

• Adult companions

• A free personal emergency response system (PERS)

• Respite
• Care services received while in a licensed residential facility

In 2018, income for eligible participants is limited to $16,753 for an individual per year. To speak with a social worker about qualifying for this waiver, contact the Las Vegas Aging and Disability Services office at (702) 486-6930.

Personal Care Services Program (PCS)

The Nevada Personal Care Services program provides senior care by allowing qualifying elders to choose a home health provider through a care agency, or personally direct their own care with an unlicensed personal care assistant of their choosing through the self-directed PCS program. Services that are provided by the care assistant can include:

• Assistance with activities of daily living, or ADLs, which include bathing, grooming, using the restroom, walking, and eating

• Help with instrumental activities of daily living, IALs, including laundry services, housekeeping, grocery shopping, and meal preparation
• Self-directed skilled services such as medication assistance

Prior authorization from the participant’s health insurance group is required for referral to the PCS program. Participants in this program must be living at home currently but in need of nursing home care, as well as:

• At least 65 years old

• Eligible for Medicaid; the 2018 annual income limit for a single person is $16,753
• Capable of directing their own care or have a legal representative to direct care

Community Options Program for the Elderly (COPE)

For some older adults who need help with personal care, services could be provided in their homes for much less than the cost of care in a facility. The COPE program provides non-medical assistance to elders over the age of 65 who meet a level of care (LOC) test by needing help with one or more activities of daily living (ADL) and would need to be placed in a nursing home if not for COPE’s services.

Clark County Long-Term Care Program

The Clark County Long-Term Care Program provides long-term care options for residents that do not have federally subsidized options like Medicaid available. This program will coordinate care options for older adults that need help in securing appropriate placement for long-term care. There is not a fee to obtain services from this program, but the services provided are on an income-based scale.

Multi-Purpose Senior Services (MPSS) Program

The MPSS program provides free in-home care and case management for people eligible for Medi-cal with no share of cost (SOC). Participants must be at least 65 years old and need help with one or more activities of daily living (ADLs) or two life activities such as chores. Depending on your service location, you can receive services from the MPSS through Independence At Home or Jewish Family Services. Homemaker Home Health Aid Program

The Nevada Home Health Aide Program is a community-based service that provides income-eligible elders with in-home care, in order to avoid nursing home placement. Contact the Las Vegas regional Aging and Disability Services office at (702) 486-6930 to request a social worker visit to determine need and eligibility for services.
