Assisted Living Program
The Assisted Living Program (ALP) is a Medicaid waiver program that is jointly funded by the state's Medicaid program and the New York State Department of Health. It provides seniors and disabled individuals with access to care in licensed assisted living residences in New York. The waiver pays for the cost of care services provided in assisted living residences and was created to reduce the stress on the state's Medicaid system, which is often the result of the high cost of nursing home care in the state. In some cases, this program will pay for both the cost of care and room and board expenses.
This program is open to both Medicaid participants and those who meet the program's eligibility guidelines. Financial eligibility requirements for this waiver are the same as those for the state Medicaid program. Additionally, applicants must require a nursing level of care, yet be able to function safely within an assisted living residence. Applicants are required to submit to a functional assessment to determine their level of need. Only 4,200 applicants are accepted into this program at one time, which means it's not uncommon for the waiting list to get rather lengthy.

Consumer Directed Personal Assistance Program
The Consumer Directed Personal Assistance Program (CDPAP) allows Medicaid participants who require daily assistance or nursing care to participate in directing their own care. Under this waiver, participants may choose to hire their own adult children or another family member or friend to provide home care services. The program does not allow for the hiring of spouses.
In order to participate in the CDPAP, seniors living in Rochester must have their doctor send a completed physician's order to the Monroe County District Social Services Office. Upon receipt, Social Services will initiate an assessment to determine if the applicant may participate in the program. Seniors must be capable of hiring and directing their own care or have a legal representative who is willing to make choices on their behalf. Financial requirements for this program are the same as for the state Medicaid program.

New York State Supplement Program
The state of New York provides a cash benefit to eligible seniors and disabled individuals who are receiving Supplemental Security Income. This benefit was created to provide those receiving long-term care with additional financial assistance to pay for the cost of services or room and board. The maximum payout of this benefit depends on the age, disability and income of the applicant, but for some, it may be as high as $694 per month.
Seniors who are eligible for the State Supplement Program automatically qualify for Medicaid. To be eligible for the program, seniors must be 65 years of age or older, reside in New York State and have limited income and assets.

Community Services for the Elderly
The Community Services for the Elderly (CSE) program is provided by the New York State Office for the Aging. It was created to provide financial assistance and support services to seniors who require daily support or nursing care but wish to continue living at home. The program was created to reduce the level of stress that institutionalization creates for the state's Medicaid system. Services provided under this program are funded by the state's network of Area Agencies on Aging. Participants of this program may receive funding for, or access to, services that include adult day care, home health care, personal care, respite care, meal delivery, case management and transportation assistance.
To be eligible for the CSE, seniors must be at least 60 years of age and legal residents of New York. They must also be assessed and determined to require daily support services. Financial eligibility requirements stipulate that individual applicants must not have an income that exceeds $1,518 per month and couples may not have an income that exceeds $2,058 per month.

Expanded In-Home Services for the Elderly
The Expanded In-Home Services for the Elderly program is provided by the state of New York and offers non-medical services that include personal care, senior companion services, meal delivery, adult day care and transportation assistance. The program is available to elderly residents who live at home and require regular support services.To be eligible, seniors must be 60 years of age or older and may not qualify for the state's Medicaid program. They must also be assessed and determined to require assistance with their activities of daily living. There are no income limitations in place for this program. The RHA has public housing available for seniors over 50 years old who have limited income. Rent is subsidized by HUD so income requirements do apply.
The RESTORE program provides low-income seniors with access to low-cost home repairs and necessary home modifications. Funding is available to seniors aged 60 and older.
This program provides assistance with the cost of home heating to low-income seniors and other individuals living in Monroe County.
