The Cost of Senior Living and Care in Long Beach

According to the Genworth 2018 Cost of Care Survey, senior care costs in Long Beach are relatively affordable compared to other major metropolitan areas in California. Long Beach even has some of the lowest monthly adult day care costs for large cities throughout the state. Nursing home costs are especially reasonable, with prices $700 below the state median — though a little higher than the national average.

Note: Senior care cost data wasn’t available for Long Beach, so the data for the closest metropolitan area, Los Angeles, was used.

Long Beach Assisted Living Costs

Monthly assisted living costs in Long Beach are around $4,500, equal to the state median and relatively cheap for a large metropolitan area in California. Other mass metro regions, such as San Jose and San Francisco, have much higher costs at $5,500 per month. 

Nearby Riverside, on the other hand, has much more economical assisted living fees, with prices $1,000 less than in Long Beach. Bakersfield, another neighbor, touts the cheapest assisted living in the state at $3,150 per month.

Long Beach Home Care Costs

Compared with other major metropolitan areas in California, Long Beach's home care costs are much more reasonable at $4,767 per month. This price point is $200 below the state median, whereas cities such as San Francisco and San Jose have prices that exceed the $5,600 mark.

For those on a tighter budget, nearby Bakersfield offers home care costs for around $400 less than Long Beach. The lowest home care costs in the state are found in Visalia, approximately 10% less than in Long Beach.

Long Beach Adult Day Care Costs 

Adult day care in Long Beach costs $1,565 per month, around $100 below the state median and one of the cheapest price points in the state. Neighboring Riverside and Bakersfield also have prices that fall within $100 of the California average, though still higher than Long Beach. Other major metropolitan areas, such as San Jose, San Francisco and Santa Maria, have monthly costs between $1,700-$2,100. 

Long Beach Nursing Home Costs

At $7,604, nursing home costs in Long Beach are particularly affordable when paired with other major cities across the state. Santa Maria is the most expensive area for nursing home care in California, with prices that are 40% higher than in Long Beach.

Other budget-friendly options for nursing home care include Riverside and Visalia, both of which have prices that fall under the California average.

Financial Assistance Programs in Long Beach

Medicaid Program in Long Beach

The Medicaid program is referred to as Medi-Cal in Long Beach and throughout the state of California. Seniors aged 65 and older (or younger if legally blind or disabled) who do not live in an acute or skilled facility can qualify to receive either free or low-cost health care coverage. Benefits and services provided by Medi-Cal include, but are not limited to, the following:

  • Emergency services
  • Comprehensive preventive care services
  • Hospitalization
  • Vision and dental care
  • Mental health services
  • Lab services
  • Prescription medications

In order to qualify for free services through Medi-Cal, interested Long Beach seniors must meet financial requirements (paid benefits can be provided to seniors with alternate health insurance). Single seniors cannot have a monthly income exceeding $1,012 and assets that accumulate to more than $2,000; married seniors cannot have a monthly income exceeding $1,372 and assets accumulating to more than $3,000.

Long Beach's Medi-Cal is an entitlement program, which means that any interested seniors who meet the necessary requirements will receive benefits. Medi-Cal also provides waivers that can help cover the various senior care costs that Medi-Cal does not include. However, these Medicaid waivers are not entitlements. In other words, these programs often have limited funding that can equate to waiting lists for otherwise qualifying seniors.

Medicaid Waivers in Long Beach

Assisted Living Waiver Program

The Assisted Living Waiver program was established to do two things for seniors in California:

  • Allow seniors to transition safely from a nursing facility to a homelike living situation, such as public housing, an Adult Residential Care Facility or a Residential Care Facility.
  • Help seniors who are at risk of being placed in a nursing home or other facility to be able to continue residing in their current community or home.

Long Beach seniors must meet the financial requirements to be eligible to receive this waiver:

  • A monthly income limit of $1,242 for a single applicant, with assets not exceeding $2,000
  • A monthly income limit of $1,682 if married, with assets not exceeding $3,000

The ALW program offers three different types of services to its qualifying members:

  • Access to regular services provided in an Assisted Living Facility, such as 24-hour staff, transportation, meals, assistance with activities of daily living, health management, housekeeping, etc
  • Assistance identifying, organizing and monitoring services needed by a senior’ known as Care Coordination
  • Assistance transitioning from a facility to a home or community setting, known as Nursing Facility Transition Care Coordination

Community-Based Adult Services Waiver Program

The Community Based Adult Services waiver exists to reduce the number of California seniors who are placed in nursing homes. This program runs by offering health care services at various adult day care centers throughout the state. Some of the services available at adult day care centers, known as CBAS centers include: 

  • Nursing services
  • Physical, occupational and speech therapies
  • Meals and nutritional help
  • Social activities
  • Mental health services
  • Therapeutic activities
  • Personal care
  • Transportation to and from the senior's home and the CBAS center

The CBAS program can provide such a wide range of services by employing teams of professionals from multiple disciplines to give seniors the best possible care.

To be eligible, Long Beach seniors must require a nursing facility level of care or have a severe cognitive impairment. The financial requirements for this program are based on a senior's monthly income and assets, and are the same as the ALW program:

  • a monthly income limit of $1,242 for a single applicant, with assets not exceeding $2,000, or
  • a monthly income limit of $1,682 if married, with assets not exceeding $3,000. For those who have income over these limits, the Share of Cost or Spend Down programs can help senior citizens become eligible.

Home and Community-Based Alternatives (HCBA) Waiver Program

Previously known as the Nursing Facility/Acute Hospital waiver, the Home and Community-Based Alternatives (HCBA) waiver is directed at physically-disabled seniors in Long Beach who reside in a skilled nursing or other care facility or who will need long term nursing home care within a month. The HCBA program has many services, including medical equipment, respite care, personal care, case management, caregiver training and accessibility home modification. These benefits are aimed at allowing physically-challenged Long Beach seniors to live at home or in an assisted living facility instead of a nursing home.

Interested seniors must necessitate a nursing home level of care and meet financial limitations in order to qualify for the HCBA waiver. As with other waiver programs through Medi-Cal, the monthly income limits are $1,242 for a single senior and $1,682 for a married couple. Additionally, this specific waiver program requires full Medi-Cal eligibility to receive any services.

Multi-Purpose Senior Services (MPSS) Waiver Program

The Multi-Purpose Senior Services waiver program is similar to the waiver programs discussed above, as it is intended to allow seniors who are at risk for nursing home placement to continue living in a homelike setting.  This incomplete list of benefits is similar to other programs but is slightly more individualized:

  • Respite care
  • Transportation 
  • Money management
  • Minor home repair
  • Adult day care
  • Assistance with activities of daily living
  • Care management
  • Congregate or home-delivered meals
  • Translation services

Requirements for the MPSS program are the same as the other waivers: a nursing home level of care and income restrictions (a monthly income limit of $1,242 for a single applicant with asset limitations or a monthly income limit of $1,682 if married with asset limitations).

Other Financial Assistance Programs in Long Beach

In-Home Supportive Services (IHSS)

The In-Home Supportive Services (IHSS) is a unique senior care program that allows the senior to choose their own caregiver and pay for their services through government funding. The caretaker will be allowed to work a particular number of hours per month with the senior and paid an hourly rate set by Medi-Cal. Through IHSS, a caretaker can even be a family member or spouse.  

Seniors residing in Long Beach must be at least 65 years old to apply (or younger if legally blind or disabled) and have applied for Medi-Cal with notification of eligibility. This program has the same financial requirements as all of the Medi-Cal waivers: a monthly income limit of $1,242 for a single applicant with asset limitations or a monthly income limit of $1,682 if married with asset limitations.

Program for All Inclusive Care for the Elderly (PACE) Program

The California Program for All Inclusive Care for the Elderly (PACE) program is a comprehensive system of health and social care offered at local PACE centers to seniors living at home. PACE workers create individualized health care plans for Long Beach seniors by coordinating medical appointments, filling prescriptions and providing transportation to and from the PACE center.  Other benefits of the PACE program include:

  • Hot meals
  • Medical check-ups
  • Physical therapy
  • Recreational activities

Long Beach seniors who are at least 55 years old, need help with activities of daily living (ADL) and necessitate a nursing facility level of care can qualify for PACE.

Cost for the PACE program varies by situation. If a Long Beach senior is financially eligible for Medi-Cal without Share of Cost, the PACE program services are free. Those who are not eligible for Medi-Cal or Medicare pay the self-pay rate or, if living in a nursing home, might be required to pay a co-pay.
