Idaho HCBS Aged & Disabled Medicaid Waiver: Qualifications and Services

What are Medicaid Waivers?
Medicaid pays for long term care services in nursing homes.  For nursing home qualified persons that choose to live at home or in a residential community, Medicaid will pay for those services if they can be obtained at a lower cost.  These are called Home and Community Based Services, Waiver Funded Services, Medicaid Waivers or simply Waivers.
 
  Overview of HCBS Aged & Disabled Waiver
This Idaho Medicaid waiver program provides an alternative to nursing facility admission for people who are aged, blind, or disabled by providing nursing home level care services to participants in their homes and communities.  This waiver also allows for Participant Direction, in which the individual receiving care has the flexibility to choose who provides them with care.  While the participant selects their own care providers, they are required to use a 3rd party financial management organization to manage payroll to their care providers. 

To avoid confusion, it is worth mentioning that participant direction is also referred to as Cash and Counseling and Consumer Direction.
  Qualifications for the HCBS Aged & Disabled Waiver
In addition to requiring nursing home level care, Idaho residents must be 65+ years old and financially qualified to receive Medicaid.

Qualifying for Medicaid is a complicated process involving a review of a family’s income, assets and asset transfers as far back as 5 years.  Rules change by state and there are many exceptions, but typically monthly income cannot exceed $2,000 and “countable asset” limits, excluding the car and home, range from $2,000 to $8,000.
