The Home and Community Based Waiver (HCBW), formerly called the Community Home-Based Initiatives Program or CHIP and COPE Programs help seniors at risk for nursing home placement to remain living at home or the home of a caregiver to receive services at those locations. Some of the services included in these programs are bathing, dressing, meal prep, shopping, adult day care, respite care and chore services. It should be noted that individuals frequently experience waiting lists for this program. HCBW is the Medicaid version of the COPE program and has slightly less restrictive income and asset limits.
Both of these programs provide for some level of consumer direction for Nevadans. In other words, they allow the participant to self-direct some of their care services instead of requiring them to use care providers chosen by the state agency.
To be eligible, Nevada residents must 65 years and older, at risk of nursing home placement within 30 days and be financially eligible for Medicaid or have income up to 300% of Supplementary Security Income (approximately less than $2,000 a month). Assets cannot exceed $10,000 for an individual and $30,000 for a couple.
