Maine's Consumer-Directed Home-Based Care (CDHBC): Personal Assistance Services

 Overview of the Consumer-Directed Home Based Care (CDHBC) Program
This is a state funded program that provides home care services to eligible Maine residents.  It is also referred to as Consumer-Directed Personal Assistance Services.  MaineCare (Maine Medicaid) also funds a program with a similar name.  The information that follows refers to the non-Medicaid program hereafter referred to as the CDHBC Program.

The CDHBC Program provides personal assistance services delivered in a "consumer direction" model.  Consumer direction means the individual receiving the care is responsible for choosing, training and managing their own care providers but the care providers are paid by the administering agency.  This is also referred to as participant direction, self-direction and cash and counseling.   Many consumer directed programs allow the participants to hire certain other family members to provide personal assistance services.  At the time of writing, the CDHBC policy was unclear with regards to hiring family members.
 Qualifications for the Consumer-Directed Home Based Care (CDHBC) Program
There are both medical and financial eligibility criteria for the CDHBC program.  At the time of writing, these qualifications were undergoing change.  For the most recent information one should check with the administering agency on the following website.

 Benefits of the Consumer-Directed Home Based Care (CDHBC) Program
The CDHBC Program determines each participant's care needs individually.  However the range of services that can be provided include the following for up to 40 hours per week:

-Personal assistance with the activities of daily living such as bathing, dressing, toileting and transferring
-Personal assistance with some instrumental activities of daily living such as meal preparation, clean up and basic housekeeping
-Personal emergency response systems (PERS)

 How to Apply for the Consumer-Directed Home Based Care (CDHBC) Program
The State of Maine contracts with an organization called AlphaOne to manage the administration of the CDHBC Program.  For the latest information on the program, persons should contact AlphaOne directly.  Their phone number, addresses and email can be found on their website.
