Oregon Client-Employed Provider Program (CEP)

 Overview of the Client-Employed Provider Program

CEP is a program for Medicaid eligible, Oregon seniors and persons with disabilities that require assistance with their activities of daily living.  As implied by the name, Client Employed Provider, the individuals receiving care act as the employer of the care provider or “homecare worker”.  This program is based on the Medicaid cash and counseling model in which participants direct their own care services; this is also referred to as self-direction or consumer-direction.

This program is similar to Oregon’s Independent Choices Program in that the participant is responsible for choosing their care providers; however in this program the state / case manager plays a larger administrative role.  Individuals do not receive cash, rather they authorize the state to make payments to care providers on their behalf.  In both programs, participants hire, supervise and train their care providers but in the CEP program, the case manager can provide more assistance with these processes.

Neighbors, friends and some family members are eligible to be hired as paid caregivers.  Adult children are eligible but spouses cannot be hired in the CEP Program.  It is worth noting that Oregon does have a different program in which spouses can be hired called the Spousal Pay Program.
 Qualifications for the Client-Employed Provider Program
Individuals must require assistance with their activities of daily living and be capable of managing their care providers or work with family member to do so.  In addition, they must be financially eligible to receive Medicaid.  Determining financial eligibility is a complicated process involving a review of a family’s income, assets and asset transfers as far back as 5 years.  Rules change frequently and there are many exceptions, but typically monthly income cannot exceed $2,000 and “countable asset” limits, excluding the car and home, range from $2,000 to $8,000. 

Not qualifying for Medicaid can be devastating to the comfort of an individual, their family’s finances and even their health.  For these reasons, Medicaid planners exist to ensure families have the best chance of acceptance into the program.  With care costing $1000’s / month, there is a strong incentive to use a Medicaid Planner.  Find assistance applying for Medicaid.

 Benefits / Services Covered by the Client-Employed Provider Program
Activities of Daily Living – assistance with the ADLs includes activities such as bathing, dressing, toileting, grooming, medication administration and mobility.

Instrumental Activities of Daily Living – assistance with the IADLs includes housekeeping, laundry, meal preparation, meal planning, grocery shopping and shopping for other essentials.
